I'd like to know how I can utilise the max boost clock of 4.5GHz that my laptop is claimed to be able to run at?

Base clock speed is 2GHz

Normally it can move up and down depending on workload. Pushing it up (or overclock) for long period may damage the the processor (most likely you won't be able to overclock your machine at all). More info
