My brother passed away suddenly 2 years ago and I inherited an HP laptop that was in his apartment. The laptop had been stripped of all external information. The software is now current and the laptop seems to function perfectly, but his internal data prevents the laptop from being associated with my name. Is there a way to update that data?

Not really clear what you need to do here. It might be as simple as just creating a new User account with admin permissions then log onto that new user account and delete the original (your brother's) user account and then everything should be in your name. Use your own Microsoft account to log in or create a new one.
When you first log on to the new user account it will take you trough a setup as if the laptop were new.

Create an Admin account for your use
Assuming you have access to an account on the computer that includes Administrator control, create a new admin type account on the computer for your use.
How to from Microsoft
Create a local user or administrator account in Windows 10
Right after the new account is created, edit the new account and change it to type Administrator .
Either
- Create a new local account
- Edit the newly created account and change it to type "Administrator"
- Log out of the account you used to create the new account
- Log into the new account
- If you wish to do so, "change" the new account to use your Microsoft account login
NOTE: The advantage of creating the account this way saves the "top" level folder (directory) name as the original name of the account. This is nice if you care what the account folder is named.
OR
- Create a new account using the Microsoft login that will own the account
- Edit the newly created account and change it to type "Administrator"
- Log out of the account you used to create the new account
- Log into the new account
After you are logged into your new account, decide how to proceed.

Sidebar: ePrint / HP Connected
If the original owner is still "attached" to an HP printer's HP Connected Account, the "owner" of the HP Connected control (for using ePrint) can be changed. This is not so much a concern about the computer as it is for an HP printer to which an email address is connected.

Deal with the "old" data
If you wish to save any of the previous data from the original account, copy the files / folders from the old account into your (new) account.
- Open File Explorer
- Navigate to C:\Users\Original-Account\
- Bypass / click through the security warning. As an admin, you will have access to the data.
- Copy the data from the old account over to C:\Users\Your-Account\
NOTES
- The act of using "copy" changes the data to be by your account after it's copied to your account.
- Although the subject is not covered here, if there are problems accessing / owning the data in the old account, ownership and control of the old account data can be edited. This does NOT include files owned by the system, though in general, system owned files are not stored in a user account (so the issue should not arise).

If the "old" account is a Microsoft Account, it should be closed.

Excerpted: Removing an email account from Outlook doesn't deactivate the email account. If you want to deactivate your account, talk to your email account provider. Once you delete an account from Outlook, you'll no longer be able to send and receive mail from that account in Outlook.
After you are finished with the "old" account, it can be removed / deleted from the computer, including the data in the account.
Settings > Accounts > Family and other users
Click on the account to be removed
NOTE: Although it only takes a few seconds to initiate the command to remove the account, the actual removal can take several seconds to long minutes to complete. Be patient. Do not reboot the computer for a while.
