How do we turn off Fn key on the Hp without bios?

You can't turn off the Fn key -- but what I think you're really asking to do is reprogram the Function keys so you do not have to press Fn to use them, right?

There is no simple way to do this in Windows, but there is a third-party tool known as FastKeys that might be able to do this:  FastKeys Automation Software 

But ... we don't provide support or instruction for using that, so you are on your own if you decide to try it.
