Why I can't find an original OEM battery for my 2-3 years old laptop? Paying $800 for a laptop that lasts 2-3 years is too much. With this bad experience, I am not sure that I will buy another one? At least not from HP.

I bought the battery from the link you posted, and it is not the original genuine HP product. It is sold by some eBay seller who markets the original genuine HP part, but it sells a Chinese battery wrapped in what seems like a copy of the actual HP product. All HP logos are covered, and some numbers don't correspond to HP numbers. So, I see this product as a potential safety issue, as it may catch fire. Who guarantees the safety of the product?
This brings me to my point, buying a laptop worth $800 that won't have spare parts in a few years is insane. I don't think this is reasonable; it is disrespectful to customers. Thank you, HP.
BTW, when my Mac battery died, Apple replaced it.

Batteries are readily available in the market outside HP. HP makes a certain number of batteries, stocks them and when they are goine they are gone. Would you like some help replacing your battery and extending the life of the laptop another few years?

amazon.com tends to only have "compatible" 3rd party batteries. eBay has "resellers" who have "new OEM" batteries which may have been sitting on a shelf for a while:

You also have to be careful as "genuine" used to be a term of art and meant an HP Logoed part. Not always now so I suggest you ask the seller if you are getting genuine HP.

These are likely to be somewhat fresher product and in many cases are made on the same factory assembly line as the genuine batteries and with the exact same cells. I buy quite a few laptop batteries and prefer OEM but will not hesitate to buy a compatible from a seller with good feedback. Still, some people will only have OEM genuine and I get that. Good luck.

I checked ebay battery. It is manufactured in 2016; old, maybe 80% of capacity.
Why it doesn't have an HP logo?
Also, can I return it if it doesn't have HP's serial number and manufacturing date (as shown on eBay)?

Up to the seller, not me. I would just get a compatible battery from a seller with very good feedback. My personal laptop I use at work every day is an HP Zbook 15 G3. Installed a generic 3rd party compatible battery. Never had a nagging "not real HP" error message and I can even run the HP Battery test on it.
