According to the specs for 17-db0000 series, your model comes with two M.2 slots with each supporting PCIe 4.0 (gen4) NVMe SSDs.
OMEN 17.3 inch Gaming Laptop PC 17-db0000 series specifications | HP® Support
Basically, M.2 NVMe SSDs have no capacity limit. Each M.2 slot supports NVMe gen4 SSD of any size you want, 1 TB, 2TB, or more.
See this HP video which indicates the secondary M.2 slot, covered with a thermal shield, is located between the battery and a cooling fan.

Was mache ich falsch?

Windows boot system files are stored in the EFI partition. If it isn't cloned to the 2 TB drive, it won't be bootable.
Go to Disk Management to see if the EFI partition exists on the 2 TB drive. If you don't see it, you need to clone the EFI to the 2 TB SSD.
If the EFI exists, the reason the drive doesn't appear in the boot options menu could be that the EFI partition has missing or corrupted boot file(s).
If the boot system on the 2TB drive is intact, you can manually boot into it from F9 boot options menu.
Turn on the notebook and hit the F9 key repeatedly for boot options. Select 'Boot from EFI File' and hit Enter. You should see two sets of file systems which look like a huge string of numbers and characters. The top one is probably for the stock drive, and the 2nd one is for the 2 TB drive. Select the 2nd one and click Enter. if 'EFI' appears, navigate to EFI\Boot\bootx64.efi and hit Enter to boot from the 2 TB SSD manually.
If you can't boot from the 2 TB this way, the EFI partition most likely isn't cloned correctly.

OK so, you swapped the two drives and found that the system only boots from whichever drive in the primary slot (slot2). You also found the other boot drive doesn't appear in the boot option.
This most likely means that your BIOS only detects a boot drive in slot2 as bootable. This seems to be a BIOS-related issue. Perhaps, HP wants users to use a drive in slot1 strictly as a data storage drive. I have no idea if BIOS update will correct the issue.
You can still manually boot from a drive in slot1 using the Boot from EFI File in the F9 boot options menu.
