I have HP Laptop 15-db 1069au in which 2.05 Gb ram (of 8 Gb ram(total)) is hardware reserved (which is guess is for the integrated graphics) and only 5.95 Gb is usable, my question is how much memory should I actually allocate for the AMD Radeon(TM) Vega 6 Graphics integrated graphics ?

The amount of memory that is allocated for the graphics solution is not something a notebook owner can change. That feature in BIOS was removed and is not going to return.
Back about ten years or so in the past that was something we could do but those days are gone.

HP released this document a while back, which explains the memory shortage.
Your notebook's model series is on the list.

This seems to only apply to models with AMD Athlon/Ryzen 3xxx processors, such as your model.

If you need more memory, you will need to add more physical memory in the empty memory slot.
