The answer to the second is -- probably NOT -- unless you are proficient at disassembling and reassembling laptops and their components. There are tiny fragile connectors and ribbon cables that are easily broken -- so I recommend against messing around with it.
As to the first, sorry, but this is just a self-help forum staffed mostly by volunteers and we are neither able, nor permitted, to provide any repair estimates.
For repair estimates, you would need to contact an HP Repair or Service Center.
