I would like to use HP 15-1271wm with a docking port and two external monitors. It doesn't appear the machine has any external monitor ports.

I think on the dock you have to pick either the HDMI or the DVI port so you can have one monitor coming off the dock and then use the native HDMI port in the laptop. Yes Windows 10 has a native driver that will recognize a video output on a usb 3 bus. Your video system I believe will limit output to 2 total displays so you can use the laptop screen and an external or 2 externals but not 2 externals and the laptop screen. Applications will run within Windows so when you set this up you want to extend the display across 2 monitors so that you can have say your web browser on one and your email app (e.g. Outlook) open on the other which is what I am doing right now.

It is a 15-f271wm.
Yes it has an HDMI port which is for an external monitor.

HP does not make a snap down dock for it so you would have to use a USB 3.0 port replicator with video like this:
This would give a second video and then keyboard, mouse, etc.
It will not power the laptop.
