What is your HP Laptop 14s-dq1xxx  ? For example

                 HP Notebook 14s-dq1017tu

Your machine should have same  USB 3.1 Gen 1 Type-C™ (Data Transfer Only, 5 Gb/s signaling rate) port. None of them on the list can charge your machine. Nothing at all because that USB-C port does NOT support Power Delivery. Full stop.

Regards.
