Did you try holding down the Fn key and tapping the F10 key one time? F10 and Ins use the same key.
According to the user manual there is an Ins (insert) key between the airpland mode key and the keyboard backlight key.
Try holding down the FN(Function) key and tapping the left shift key once. that should do the trick. in order to use the F10 key
That should also light up the Fn lock led.
If that does not help, do it one time more to release the Fn lock.
Have you used the HP PC Diagnostic UEFI utility to test the keys?
Press the power button and then immediately tap the F2 key to invoke the utility.
In the menu that appears, choose Component tests and at the next menu choose and click on keyboard.
Run the test and respond as it requests.
