There may have been a problem with the x360 it to start with. The problem my be that it was not designed for 20v high speed charging.
I have owned several tablets that charge through the USB-C and I used a magnetic adapter such as this on all my USB-C chargeable devices as those ports are easily damaged.
I do not know why your x360 powerbank failed to work properly with the powerbank. I have several battery backup systems and I buy the one that provide a 115v sine wave instead of a square wave. That is not the problem for your powerbank as it provides DC voltage.
USB-C charging can be high speed or low speed. The voltage for high speed charging can be up to 20v and as low as just 4.5 v for low speed. The device you are charging has to be capable of handling the 20v.
Looking at amazon listing for your Anker 737, I do not see any HP systems listed. i cannot recommend the 737 for use on HP products. The problem is similar to what Apple went through when they required the iPhone chargers to be QI certified. Apple did not want their iPhones to be damaged by the higher voltage required to do a fast charge.
You might consider writing a review on Amazon about the HP system that was damaged by the charger.

Hi,
I couldn't imagine that the powerbank was the reason for that problem.
It was a brand new renewed notebook. May be also with other USB C devices this problem would occurs.
My Monitor have an integrated USB C hub which delivers the power to the notebook. Probably the same issue were happend when I plughed in there.
Anyway, lets see and hope that this was a single problem and won't happen again.
