Hi I have a HP Pavilion 15-cs1xxx with a very high pitched and noisy fan. During simple tasks, such as opening up Chrome, (not Edge) the fan would spin up to almost its maximum speed. During load, the fan is unbearably loud, peaking at around 49 decibels, which is too loud for my house, let alone a library. I just bought this laptop a few weeks ago and there is no dust in the radiator nor the fan. Is there any way for me to manually adjust the fan speed??

A disk defrag might work...

 

In your Start searchbar, type 'Defragment and Optimize Drives'

 

Select the drive(s) you want to optimize (probably your C drive since that's where the most of your computing mojo happens).

Reboot after you're done. This may or may not work, another thing to be weary of is how many applications you have running at a time/how many tabs you have open in Chrome or edge. Your cpu usage is a big factor in the fan intensity and it may be good to track your cpu usage and to see which applications are taking up a lot of cpu. Chrome uses a good amount of CPU... if you have less than 8gb of RAM in your computer or less than an Intel 5-6th gen, then even having only 4 tabs open can make your fan go crazy...
