HP Pavilion Notebook - 14-v124ca (ENERGY STAR)
Microsoft Windows 10 (64-bit)

I opened the memory module compartment and I saw that the RAM is rated for 1600 MHz but in Task Manager under the Performance tab it shows that the speed of the RAM is only 1333 MHz, so is it possible to overclock the memory so that it operates at 1600 MHz, and if so how? The memory is a DDR3L PC3L-12800S-11 and CL11

Its specs

It has  8GB DDR3L SDRAM (1 DIMM) RAM. No, you can NOT overclock RAM on your machine. BIOS does NOT have option to do that.
