While typing something my new laptop's single key(3) popped out. I was shocked because the laptop is just a week old. Give me some solution does repair or replacement of this key will come under warranty or not? As I examined the key I have found that only the white colored "hinge" below the key is broken all the other parts cup and key are just fine.

I see from your post you need assistance with specific key has popped out on your new HP Envy notebook. No worries, I'll be glad to help you.
I did go through the Product specifications and found that your PC was shipped with Full-size island-style backlit keyboard.
Next thing, Please go through the Maintenance and Service guide - Here you will have the parts which are tested and compatible on your PC.
Chapter 3. Illustrated Parts catalog - Under Computer Major components - page number 16.
In this scenario, If you're comfortable replacing the keyboard yourself, you can contact our HP phone support to order a replacement keyboard.
