Received a new Zbook Firefly 14 G10 as corporate standard with exactly the same issue.
Can confirm that even with the latest BIOS (V70 Ver. 01.04.00 2024-01-18) whenever the notebook is plugged in, the fan speeds up after a few moments to an extremely annoying level - even while fully idle.
Unplug the UBS-C cable and the fans go silent.
Unfortunately, I haven't found a way to read actual fan speeds/temperatures as it seems this BIOS doesn't allow tools like Open Hardware Monitor to access the sensors. I am not entirely sure it is only a BIOS problem. Turn the notebook upside down (to improve airflow to the fans at the bottom) and it does get periodically slightly better with the fan noise (fans still spin up regularly to annoying levels)...but while charging the top part of the keyobard (where the fan outlets are) get very hot (which would explain the high fan-noise).
Extremely annoying, I am considering keeping my Elitebook 840 G6 that doesn't show such anoying fan behavior. Would think that after dozens of generations of business notebooks, HP has heat management and fan control figured out by now...

It seems that your problem is different from the issue originally described in this thread. In our case the fan is not running very fast or loud. It runs at low speeds changing every second, which is not very loud, but very anoying.
The problem you have I do not see. In your case it could really be a hardware issue.

I have HP Zbook Fury G10 16 i9 Iris Xe and every ~5 to 10 seconds the fan goes from inaudible, to ramping up to clearly audible, then immediately back to inaudible.
I wouldn't care if it stayed on more often - the problem is the change from no sound at all, to the ramp up that sounds like it's about to go to max fan speed, then immediately to no sound at all.
I work in a workplace with tons of noises, and generally don't care about phone calls, keyboards and such around me. But this "time to ramp the fan to max! oh wait, Just kidding!" - sound every 10 seconds is particularly aggravating.

HP folks - anybody know if there will be a bios fix for this? The fan control algorithm is awful! HELP!
Is there even any way I can just set the minimum fan speed higher so it stops oscillating on and off every 5 seconds?
As I mentioned, I don't actually care if the fan runs more often, but this CONSTANT oscillation is driving me nuts. Even my co-workers several cubicles away have noticed it. Is it time to take JukkaM's approach and tell them all to avoid HP!?
