I was wondering what driver or setting I need to use the Intel graphics card instead of the AMD graphics card for encoding.

See if this link from AMD is of help to you:

How to Configure Laptop Switchable Graphics

For some reason in device manager, it only shows the AMD graphics card and no intel driver

That's not good.

That usually means the Intel HD graphics chip is no longer functioning.

The PC is not supported by HP for W10 if that is what you are running, and there is no W10 driver for the AMD/Intel switchable graphics.

That could be a lesser reason for the Intel GPU not showing up.

The first thing I recommend you do if you are running W10, would be (if you can), install Windows 7 64 bit on your PC which is what it came with and see if that works.

You would need to be able the read the W7 product key on the bottom of your PC's case in order to activate W7.

I'll try booting up my windows 7 hard drive then.

I've used the same I7 chip in an intel only board and It was working fine It's just the Amd board that it doesn't show up weirdly.

@banhien

The Elitebook8460p definitely came with switchable graphics and none of those models came with dedicated AMD graphics with the Intel GPUs disabled.

You had a choice of AMD/Intel switchable graphics, or on-board Intel graphics only.
