I have bought in the past a hp 650 with celleron b830.
But now my son 8 years old ask me a PC.
I change battery , upgrade SSD and Memory.
Update Windows 7 to 8.1
But i can't install Windows 10/11.
Two week ago i buy a new cpu i5 3230m
It run great 2.6 GHz to 3.2 by trottlestop overclock.
But every 30 minutes It shutdown.
I typed hp 650 Intel b 830 cpu update and the hp site screen came up where it says that I could also mount an i3 2370m but I hadn't noticed that the 650 was produced with 2 types of motherboards hm 70 and hm 75. the 2370m has arrived and if this too turns off every 30 minutes?
I've been cursing Intel for weeks .

Here are the specs for the HP 650 notebook.
HP 650 Notebook PC Specifications | HP® Customer Support
Look at the chipset specs for the supported processors on the above link.
According to the HP specs, you are limited to installing only Pentium and Celeron processors in the notebook with the HM70 chipset.
According to the Intel compatible processor specs for the HM70 chipset, there are only two processors you can install that might work, that were better than the Celeron processor the notebook came with.
Mobile Intel® HM70 Express Chipset
Intel® Pentium® Processor 2030M
Intel® Pentium® Processor 2020M
The processors ending in a 'U' and 'Y' are soldered to the motherboard, so they are not supported.
Why can't you install W10 on the notebook?
Did you try the free upgrade from W8.1>W10?
Make a bootable USB installation flash drive with the media creation tool from the link below.
Download Windows 10 (microsoft.com)
After the USB installation media has been created, do not boot from it.
Open the flash drive in Windows explorer and double-click on the setup application to begin the upgrade process to W10.
No doubt the notebook came with a HM70 chipset since it came with a Celeron processor.
If you want to confirm that, run the free utility that I zipped up and attached below, and it will let you know the chipset model.

According to both HP and Intel no core processor is supported in the HM70 chipset, and I would not have any information on if or where you could find a BIOS mod for that PC to add support for unsupported processors.

The 2030M should work according to the Intel chipset specs.
The HP specs indicate that only the Pentium B970 and B960 processors were offered in the HP 650 model series with the HM70 chipset, but I don't know why the 2030M wouldn't work too.
I didn't know that about the B830 not being supported for W10.
Did you get an error when you tried to upgrade?
