Sorry, but I have no idea what to do when recovery media doesn't work.
I have been on this forum for 10 years and have never seen anyone get failed recovery media to work.
To me recovery media is like a light bulb. It either works or it doesn't.
So until if and when you can find a way to fix it, I suggest you clean install W10 so at least you can use your notebook again.
You can try contacting HP in Turkey and see if they can provide assistance.

Hi:
Your notebook should be supported by the HP cloud recovery tool.
If your PC is not working, use another Windows PC with W7 64 bit or newer and a 32 GB USB flash drive, to make a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your PC.

Unfortunately, that I do not know.
But you should be able to clean install W10 by making bootable installation media using the media creation tool at the link below.

After W10 has completed installing, you can install the drivers and available software from your notebook's support page.
