Your system may not be grounded properly or it could be static electricity
Can you try another power outlet or another cable?
What type of power outlet do you have? Can you borrow an outlet tester?
You can search for "grounding socket tester" and add the name of the country you are in for example
"grounding socket tester UK"
If static electricity, I recommend you use antistatic spray around the OMEN area including your chair and table.

Is the Omen power cable designed for the country you are in? If it is, then contact HP for advice. If out of warranty they may not help.
check warranty and contact for help:

There is discussion about the problem here. Apple products are discussed but the problem is the same
You cannot get an electrical shock from the case of any Apple product. You may feel a slight tingle; that is not a shock, and has nothing to do with whether the power supply is grounded or not. It is called a "parasitic" current and is picked up from the air by the cable shielding. If anything, it indicates that the building wiring is not corrected grounded or shielded or is grounded in more than one place. |
If you have a multimeter, you should set it to A/C and measure voltage from the case to a ground. If there no voltage shown it is probably static electricity so use a spray around the area.
