i got ati mobility radeon hd 4650 graphics card i cant find any windows 10 64 driver for this graphics card where i can find

There is no W10 driver as the notebook was only supported by HP for W7.
Try manually installing the W7 graphics driver as follows:
Download and save, but do not run the AMD graphics driver from your notebook's support page.
ATI Mobility Radeon Video Driver
https://ftp.hp.com/pub/softpaq/sp45001-45500/sp45043.exe
Download and install the free 7-Zip file utility. The 1st file listed is for 64 bit.
After you install 7-Zip, right click on the graphics driver file you saved.
Select 7-Zip from the list of items on the menu.
Have 7-Zip Extract to: and let it extract the file into its folder name (sp45043).
After 7-Zip creates the driver folder, go to the device manager.
Click to expand the Display adapters device manager category.
Click on the Microsoft Basic Display adapter listed there.
Click on the driver tab. Click on Update driver.
Select the 'Browse my computer for drivers' option and then at the bottom of that window, select the 'Let me pick from a list of available drivers on my computer.'
Click on Have Disk and browse to the driver folder 7-zip created>Packages>Drivers>Display>W76A_INF>C7_84329 (Setup information file), select the ATI Mobility Radeon HD 4650 graphics adapter from the list and hopefully the driver should install.
