I have an HP probook 440 g6 Notebook.
It has 1 Type-C port, I tried multiple times to charge it using my 25Watt PD3.0 Samsung charger but it just blinked a white charging light few times and thats it. No charging sign, nothing at all, i tried 33watt charger as well but same happened. I measured the current and the laptop was not taking any through the adaptors I used. I tried my friends 65Watt HP type c charger it worked.
I read on HP forums that we can even charge our notebook using a Type c car charging adaptor, why nothing is working on mine?
This light just blinks multiple times and then stops. The laptop is at 34%.

That is not exactly the case.
It generally will work if a laptop has a USB Type-C PD or Thunderbolt port, but not always.
If a laptop was delivered with a power adapter that has a barrel connector that plugs into a corresponding port on the laptop, that is what you should use.
That happens to be how your laptop was designed to be powered and charged.
If a laptop, perhaps an Omen or Spectre model that has high charging power requirements, was delivered with a 150 or 200 Watt USB power adapter, it will probably be delivered with the OEM SmartPin barrel type power adapter.
The problem is that USB Type-CPD ports are limited to 100 Watts, so USB charging for an Omen is probably not viable.
