Sleep and charge is not about the ability to charge the battery through the USB-C port. It refers to the ability of the USB-C or USB-A port to provide a charge going out such as to a cell phone even when the laptop is in a sleep state. You may or may not be able to run the laptop and charge the battery with a USB-C charger. We would need the full model number to tell you that.

1 SuperSpeed USB Type-C® 10Gbps signaling rate (USB Power Delivery, DisplayPort™ 1.4, HP Sleep and Charge); 2 SuperSpeed USB Type-A 5Gbps signaling rate; 1 HDMI 2.0; 1 AC smart pin; 1 headphone/microphone combo
So yes your laptop will charge from the USB-C port but will require more than a trickle type charger to do so. Anything less than about 45w will not work and really you should use a USB-C charger with the same power as the adapter provided with the laptop.
