I have an HP Omen 15-EN1902NZ and I'd like to charge it over the USB-C or USB-A Port. I've seen that the USB-C Port has a little power symbol - does this confirm that it supports power delivery?

According to chapters 1 and 2 of the service manual, the USB-C port your notebook comes with is not capable of charging the notebook.
It can be used for charging small devices such as cell phones and even outputs video.
If the notebook supported charging itself via the USB-C port, HP would have listed the the USB-C charging adapter used for the model series.
Be alert for scammers posting fake support phone numbers and/or email addresses on the community.
