help me choose between Corsair Vengeance Performance SODIMM Memory 32GB (2x16GB) DDR4 3200MHz CL22 unbuffered or 

Corsair Vengeance Performance Memory Kit 16GB (2x16GB) DDR4 2666MHz CL18 Unbuffered, my laptop supports up to 2666, but I will upgrade my laptop after a year, so I got a idea of buying the 3200 @22cl , I know it will downclock to 2666 what about the clock timings? will it downclock by default?

The DDR4-3200 CL 22 memory will automatically bridge to 2666 MHz because that is as fast as any of the processors in the 450 G7 model series can run the memory at.

Your notebook will probably not work with faster timing memory than the standard CL for the speed.

 

DDR4-2666 CL19 or DDR4-3200 CL22.
