Are you able to plug in devices like USB flash drives and use them for their intended purpose?
Your laptop does not have USB ports that are capable of delivering power for charging other devices.
If it did there would be a + right next to the SS(superspeed) icon and perhaps PD (power delivery).

Why not find out if the issue is a hardware problem.
How about using the HP PC Hardware Diagnostics UEFI utility to test the USB ports?
Press the power button and immediately tap the F2 key to invoke the utility.
Select Component tests and then select and click on USB port and then USB port test to run the test.
Let us know what the result was.
If there is a diagnostic error code, it will be saved to the error code log.
Provide us with that code if there is one.
