I lost my 65 watt laptop charger so i used a 45 watt, however it did not charge my laptop and the laptop is also not turning on. I recently borrowed a 65 watt charger to charge it and it is still not responding. Did the 45 watt charger damage my laptop?

The lower wattage would not damage the laptop, all it would do is fail to provide enough power, so the battery probably would not charge as a result.

 

The problem is that if it was not an HP charger, even though the plug might fit, the polarity could be reversed -- and if that was the case, it would "fry" the  circuitry in the laptop -- but you would have noticed that immediately, as the laptop would have instantly shut down.

 

My guess is that the battery has simply died and your laptop is one of the models that will not run without a working battery, even when connected to a working charger.
