HP 14-cf2000 Laptop PC (552L9AV)

I sent in my laptop for a repair and still not have received it back . Hp has a restriction on my laptop to where I cannot go pick it up from the FedEx location . I did not buy my laptop from hp so if it gets lost they will not replace it .. it’s been almost a month since they shipped my laptop out . All they say when I call is that they’ll put in a request . I’m confused if they have to just simply call and take the restrictions off why not just call and do that . How can they have restrictions on something that does not belong to them . I got school laptops aren’t cheap.
