Welcome to HP Forums,

This is a great place to get support, find answers and tips,
Thank you for posting your query, I'll be more than glad to help you out 🙂

I see that you're experiencing a cooling fan error and noisy fan operation issue with the HP Pavilion Notebook - 15-ab293cl, I appreciate your efforts to try and resolve the issue.  Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:

  • Did this happen after a recent window or software update?
  • When was the last time it worked fine?
  • Have you made any hardware/software changes?
  • Does system boots to the windows desktop?
  • Are you getting any error code or message?

This message indicates that the system fan is not spinning at the expected speed. This message occurs to help prevent costly damage to the computer.

To fix this error, use the following steps: ( you can skip cleaning the vents troubleshooting steps )

  1. Press Enter to clear the message and allow the system to boot to the Windows Desktop.
  2. Shut down the computer, and then inspect and clean the exterior vents to remove dust buildup by blowing air through the vent openings. Dust can accumulate inside the vent openings and around internal cooling components, preventing the removal of heat.

For more information on reducing heat inside your computer, see Reducing Heat Inside the PC.

  1. After you remove the dust, turn on the computer. If the error message persists, continue with these steps.
  2. Perform a hard reset. Performing a hard reset can reset recorded thermal values in memory and enable you to use the computer again, even if only for a short time to access and save any important files before service.

For more information on performing a hard reset, see Use Hard Reset to Resolve Hardware and Software Issues.

  1. In some cases, updating the BIOS might help prevent this error from occurring.

For more information on how to update the BIOS, see Updating the BIOS.

Hope this helps! Keep me posted for further assistance.

This message (cooling fan is not operating correctly) indicates that the system fan is not spinning at the expected speed or a problem exists related to the heat removal system. This message occurs to help prevent costly damage to the computer.

To fix this error, use the following steps:

  1. Have the computer serviced to clean internal components and replace the system fan if necessary? Make sure to address the following items when servicing:
    • Thoroughly remove dust from all internal cooling components.
    • Make sure wires from the system and CPU fans are connected securely to the motherboard.
    • Confirm the system fan blades spin correctly, and the fan is not producing loud noises. If not working correctly, replace the system fan.
    • Remove old thermal compound from integrated circuits and heat sinks and replace with new thermal compound.

Also, follow the step to disable the BitLocker

  • Obtain the Bitlocker recovery key - if you are not sure, you may check this TKB article from the HP Community >>
  • Enter the key during PC start up
  • Once Windows loads successfully, click on the Start button
  • Type Command Prompt to find the application
  • Right click it and run it as Administrator - if asked, confirm positively in the UAC screen
  • In the CMD prompt, type
    manage-bde –protectors -disable c:
  • Hit [ENTER] an note the positive confirmation
  • Reboot/Restart the computer
  • Log back in
  • Again open an administrator Command Prompt
  • Type in  manage-bde –protectors -enable c:
  • Hit [ENTER] an note the positive confirmation
  • Reboot/Restart the computer

The issue should be resolved and the computer should not display Bitlocker recovery key prompt before every start.

Keep me posted for further assistance.
