I'd expect the usable memory to double at least. Any ideas? I have looked at a similar example and upgraded my computer BIOS from F13 to F.14 Alpha but that didn't work either.

I can understand why only 5.9 GB out of 8 GB of memory was available.
That is because your notebook's model series was designed that way on purpose.
HP released this document a while back, which explains the memory shortage.

This seems to only apply to models with AMD Athlon/Ryzen 3xxx processors, such as your model.

But why the usable memory didn't increase one bit after you installed a second 8 GB memory chip, that is something I have no answer for.
I vaguely recall based on what one or two forum members have posted, adding a second 8 GB chip in the 15-ec0xxx model series gave them approximately 11.8 GB out of 16 GB usable afterward.
I could be wrong though.
You will find many solved posts about adding more memory to the 15-ex0xxx notebooks but very few people have replied regarding the results like you did.
There is only one longshot I can think of...
1) Go to Search and type msconfig into the Search Box
2) When the program appears...
3) Select BOOT TAB
4) Select Advanced Options
5) UNTICK Maximum Memory if it is checked.
6) Click on OK to close and again on OK to close.
7) Reboot Computer.
If it is not checked, unfortunately I don't have any other ideas for you to try.
