The HP mini 311 was the first Atom processor based laptop brought to market in 2009
It actually only had support for 2 GB of installed memory, which is the onboard 1GB memory plus the 2GB soDIMM module giving you 3GB.
what did you install? a 4GB soDIMM module just won't work. That is why you are only seeing the onboard 1GB memory as being recognized as present.

Try removing one of the modules and then troubleshooting each one separately in both slots.
You might have either a failed slot or module.

Your mini has 1 GB of RAM that is integrated (soldered on) into the chipset on the motherboard.
That is probably all your BIOS is currently recognizing if there is an issue with the memory slots or module(s).
That is why I made the troubleshooting suggestion for the memory modules and soDIMM slots.
