I can't help you with that problem because that command has always worked for me on W10 and W11.
The Crucial memory report for the model series indicates it can support up to 2 x 32 GB of memory.

Below is the link to the service manual for your notebook:
Chapter 1 has the memory upgrade information.
If you were wanting to have more than 16 GB of memory installed, run this command to see if that would be possible:
1. In the search box, search for cmd and click Run as administrator.
This will open the command prompt.
2. Once command prompt is opened, type wmic memphysical get maxcapacityEx and press the enter key.
There, it will show the maximum RAM capacity your PC's motherboard can support.
The capacity is shown as Kilobytes, so you have to convert it to Gigabytes by dividing the number provided in the report by 1,048,576.

We do not work for or represent HP, so we are unable to reply on HP's behalf regarding the warranty terms and conditions.
I recommend you contact HP customer service and seek a definite answer from HP.
Off the record, if you look at chapter 5 of the service manual, it indicates that installing memory or a SSD is a customer-authorized procedure, so in my opinion, you should not void the warranty upgrading the memory yourself as long as you don't break anything in the process.
Do note however, that if your notebook ever needs warranty work, you must return the notebook to its original hardware configuration before sending it in for service.
