I know specs for memory shows 12 which means 4 and 8. I want to know if I can change out the 4 to an 8 to make 16 and is 16 the max. Thank You in advance

Your model must be newer than what the service manual reflects and HP probably hasn't gotten around to updating it.
The 'Memory is non-customer accessible/non-upgradeable' note means that HP wants any upgrades to be done by an authorized service center due to the complexity of disassembling the notebook.
If you think you can do the job yourself without breaking anything in the process (thus voiding the warranty), feel free to do so.
If you look at chapter 6, there is a procedure to remove and replace the memory modules.

Chapter 1 has the memory upgrade info. 2 x 8 GB is the max.

ok I went to the site for manual you have and yes I see model 17-ca100-17-ca1999, but when I went down thru it doesn't
show under quad core amd Ryzen 7 3700u. and under graphics doesn't show amd radeon vega10 graphics. I seen where says 2x8 for ram but I also seen where it says customer not upgradeable. so i'm seeing that it can't be upgraded from 12 to 16 gig ram ? Just want to know if I'm right of what I see or is it not my manual?

thank you so much for quick response very much appreciated. I do like this laptop even though the wireless mouse that came with it is really small , not complaining just need to get used to that. lol . i'm not planning to have it done soon I just wanted to know for future. I again thank you so much for your help.
