I digged into it, here's what i found :

The BIOS EFI var that prevents UV/OC is in CpuSetup , the var is 0xDA and is set to 0x1 which is the Overclock Lock and is set to Enabled (0x1) by default.

Trying to write 0x0 (to disable the lock) in this area with a dedicated tool ends up with an error probably caused by a read only NVRAM.

TL;DR: HP purposely locks this feature and prevents advanced users from unlocking them. As far as i know, this is MY computer and if I want to modify the voltages on MY machine, this shouldn't be prevented.

The only option left seems to be by dumping the BIOS with a hardware tool, edit the BIOS and flash your own modified version. Thing is that is much more complex and risky to do than simply changing an EFI var.

This is the last time i ever buy an HP product, unless they finally realize that advanced users aren't babies, and unlock such features.

In the meantime i'll probably modify my BIOS myself cause i know HP won't listen to its customers.
