The visual webcam is working fine.
Norton Driver updater removed the driver for the IR camera. I've tried system restore as far back as I can but the original installation has gone. I can't find the driver for the Webcam on the HP support page. I've disabled Windows Hello but still no success even scanning for hardware changes and running SFC as an administrator.
The HP hardware utility tells me that the webcam and IR camera are both fitted and working.
How do I get the IR Camera back so I can re-setup Windows Hello

That is a good reason to ditch Norton. I did that, years ago.
You should be able to find the Windows WHQL driver for your laptop's webcam in the database of the Windows update catalog at the hyperlink below.

You can try as many as you want without and worry of damaging your laptop's hardware or operating system.
The way Windows drivers work is that the code that they are written in will not allow them to be installed if their is no application to installed hardware.
