As I understand you seems to have followed the steps and unfortunately nothing has helped to resolve this issue.
I'm sending out a Private message with the information you need to get this sorted,
Please check your Private message icon on the upper right corner of your HP Forums profile
Next, to your profile Name, you should see a little blue envelope, please click on it

- uninstall all HP bloatware including mcafee live safe
- in-case you have nvidia gfx,update to the latest driver directly from nvidia -https://www.nvidia.com/Download/index.aspx?lang=en-us
- update to the latest intel drivers from (just ignore the warning) - https://www.intel.com/content/www/us/en/support/detect.html
- go to power option and create custom power plan using "power saver" template
- finally on the advance power settings - processor power management set the min. processor state to 5% and set the max. processor state to 50%
