The problem I have is that the fan seems to be limited to only about 1500rpm, which (according to SpeedFan) makes it just enough to keep my GPU and CPU at 90C° under intense load. It's both unhealthy for the machine and isn't enough for stable work, and I know that it can go physically faster, I cleaned the entire cooling system and renewed thermal paste 2 days ago, after which the fan went all the way up to 3800 RPM for that day (I soaked it in isopropyl, which I guess lubricated it for a short while, allowing it to go beyond its normal speed). The HP has a lot of limitations installed on my Laptop, so I can't access the fan parameters from BIOS or through any program (Like SpeedFan, it can only view sensor data, not give me control over things like speed and voltage), only thing I can do is turn on/off Smart Fan. I want to remove the limitations to have control other the fan. I've done enough experimentation to be confident that the problem is not in the hardware, and I'd rather replace the fan than having to buy a new laptop. (OS Windows 10 Home)

I understand you are facing an issue with your OMEN By HP Laptop PC - 17-W053dx. Not to worry I will help you to get a resolution to resolve the issue.
Let's perform a hard reset:
- Power off the laptop.
- Disconnected AC adapter from the laptop.
- Press and hold the power button for 15 seconds.
- Reconnect the battery and plug the AC adapter.
- Power ON the laptop and check.
Update the BIOS, & Chipset drivers:
- Here's the link to download and install the above updates: Click here
If the issue persists, then Install updates from HP Support Assistant: Go to Download HP Support Assistant to install the tool and Update Windows.
- Select Start > Settings > Update & Security > Windows Update , and then select Check for updates. If updates are available, install them

This is not helpful at all. I've done hard reset numerous times, I don't know in what possible way that could help with a consistently throttled fan. The BIOS and chipset updates (frankly all updates available on the link you gave) have already been installed, removed and installed again. HP Support assistant is not available for me, neither is OMEN Performance control ( my laptop model is not even listed to have OMEN Performance control). This is not what I asked for, none of the options given could help me have control over my cooling system.
