I have and old HP TouchSmart tm2-2150us Notebook PC, it seems that the CPU is always at 90-100%, i was wondering if the CPU can be upgrade to core 5 dual-core or quad-core, or core 7 dual-core or quad-core what would be the best choice for an old computer like this one, this and old computer but still running good with 8GB of memory and 500GB HHD i may upgrade the hard drive  to 500 SSD to improve the performance

No and yes. The processor is soldered onto the motherboard so cannot be removed for upgrade. You could theoretically replace the whole motherboard with an i5-470UM version but the cost and difficulty of the motherboard swap together with Windows license issues rarely makes this cost-effective. The SSD is definitely possible. There is no M.2 slot for the most current form factor drives but a 2.5 inch SATA SSD can be installed in lieu of the mechanical spinning hard drive and would be a major performance upgrade.
