I finally got the update for Windows Feature Update 1903 and was denied the upgrade by Windows due to the fact that my Intel Rapid Storage Driver is out of date / incompatible, even though I don't have the ability to upgrade to optane and don't have an m.2 drive installed.

You can install a compatible Intel RST driver from your notebook's support page...

https://ftp.hp.com/pub/softpaq/sp82501-83000/sp82563.exe

 

My understanding is that even if you update to a newer driver, sometimes you may get that error.

So...if you install this driver and you still get the update block, you can get around that issue by:

Go to: C:\Windows\System32\drivers, find the iaStorA.sys driver and rename it to iaStorA_old.sys

Then you should be able to update to W10 v1903.
