Can my HP 14s-fq0058AU ram and SSD upgradeable? And what is the max upgrade for it?
It uses 4gb ram ddr4 2400mhz, amd3020e processor and 256GB PCIe NVMe M.2 SSD.

The manual indicates 8 GB per slot and your notebook only has one memory slot but that isn't mentioned in the manual.
It is possible? Maybe but no guarantees 1 x 16 GB will work.
I recommend that you run this command to see how much memory Windows indicates your notebook can support:
1. In the search box, search for cmd and click Run as administrator.
This will open the command prompt.
2. Once command prompt is opened, type wmic memphysical get maxcapacityEx and press the enter key.
There, it will show the maximum RAM capacity your PC's motherboard can support.
The capacity is shown as Kilobytes, so you have to convert it to Gigabytes by dividing the number provided in the report by 1,048,576.
It the report returns 33,xxx,xxx then possibly a 16 GB memory chip will work because the report will pick up the circuitry for the second memory slot that isn't there.
If it reports 16,xxx,xxx then a 16 GB memory chip is almost guaranteed not to work.

Yes, you can remove the 4 GB memory chip and install an 8 GB memory chip, because there is only one memory slot.
You can replace the 256 GB NVMe SSD with one having a greater storage capacity.
The NVMe slot is PCIe Gen 3.0.
Below is the link to the service manual:
