I want to start programming and what to know if i5 8250u is good for it or what specs will be best for programming and software development

Its a tradeoff. The more power you can afford and bring to bear the better but an i5-8250u will be useable for software development. Invest in at least 16 gigs RAM and an SSD to make a workable mobile package. A screen at least FHD resolution will also make work easier.

As I said the more power the better. You can always use more power but it gets really expensive to have the best available and 30 days from now it will no longer be the best. Not sure what you are looking for here in the way of information.

I have HP 15 Bs 180tx I am upgrading it. I am adding a 8gb ram,256gb m.2 ssd ,a fingerprint scanner ,and I am also buying some other accessories. I want to know wether my laptop will be good enough for programming as well as gaming and what other upgrades can be made on it

Gaming will be somewhat limited since the video is Radeon 520, a low to middle performer which will not handle any of the newest most demanding games. Upgrading to 16 gigs RAM will help with the programming as will the M.2 SSD. 8th gen Intel Core performs way better than previous versions so even a low powered i5 8th gen is pretty capable. The answer is going to depend on the Code compiler you use and the size of the jobs you ask the computer to run. Production programmers working for the enterprise would generally use very expensive workstation computers with 8 core i7 processors and 32 or 64 gigs of RAM.
