Is it possibile to use USB 3.1 Type-C Gen 2 for Net thetering in HP ProBook 440 G8 Notebook PC?
if possible which is speed supported?

I can's say that I have ever heard of "Net thetering ".
Did you mean to say network tethering?
That is the same as mobile hotspot, which is what I use on my mobile phone when I need it.
As long as your laptop has a WWAN with an active internet connection from a mobile phone service it is possible.
Here is a document from Microsoft with the instruction on how to use Mobile Hotspot for Windows 10 and 11.

A WWAN provides a network connection. The speed, or bandwidth depends on the plan you select and pay the provider for.
Net "contraction" is a nonsensical, made up phrase.
