If your notebook is one of the 14-fq models with a 64 GB eMMC flash storage drive, the M.2 slot in those models only support M.2 SATA SSD's not NVMe.
That is why the NVMe SSD is not being detected in the BIOS or in Windows.
Return the NVMe SSD for a M.2 SATA SSD such as this one, and the SATA drive should work fine.
Unfortunately, the service manual does not mention this exception, and several forum members with the same model series with the 64 GB eMMC drives have had the misfortune you are experiencing.

Thanks for your help.
I was beginning to wonder about compatibility despite the manual stating NVMe, M.2, solid-state drives ● 1 TB, PCIe ● 512 GB, PCIe ● 256 GB, PCIe .
I'm not surprised this has caught other people out.

Yes, at least a dozen different forum members have reported this issue.
Why a SATA drive works and not a NVMe SSD, that I do not know.
HP must have only equipped the 64 GB eMMC models with a flash drive storage controller and a SATA storage controller.
One would have thought the 64 GB model series' M.2 slot would have supported either type of M.2 SSD.
