Hi, I recently bought a laptop (HP Envy 17-ae1xx) but every time I connect it to the charger I get this message:
I checked the charger and it says 45 W , IS 13252 Part 1, IEC 60950-1, R-41012327, Rev: A02, 6506957601, CT: WFTLC0A1R2657C.... I don't know if the charger is the appropiate for my laptop, and also because when it is connected I can feel some static when touching the metal parts...

No it is not correct. Where did you get it? The 17-ae1xx series uses at least 65w adapter and most models use a 90w adapter.
You do not give us the exact model number but these are the part numbers applicable:
AC adapter, 90W 710413-001 AC adapter, 65W 854117-850

so it is the right charger?

Did it come with the laptop? Was the laptop new in a new HP box? Is the plug long and have a blue center?
That same manual list specific AC adapters and those are the ones you need. The general statements about operating current do not override the specific listed compatible parts.
The voltage is correct but the adapter you have is underpowered. I would use it to charge the battery but would not run the laptop on it.

Yes, it came with the laptop, supposedly a new laptop, inside it's box... the plug is long and has a light blue center, but perhaps It could be changed by the seller... is there any way to know if the laptop is new? I checked the HP warranty online and it started 2 months ago, but I bought this laptop 3 days ago... I don't know if it starts when the seller buys the laptop, or when I do it...

I don't know how it got there but I do know it is not the right one. I would get one of the 90w models for it if it were my laptop and I would try to get the seller to provide but would buy it myself if I had to. Underpowered AC adapter will shorten the life of the laptop.

I was recently at my cousin's house and we both have hp laptops. I think that we may have switched chargers on acciident, because my charger is getting very hot and I haven't noticed that happening in the month that i have had it so far. I have an hp pavilion 17.3". The charger I have right now says IS 13252 (part1)/ IEC 60950- 1
It also has R-41012327
