Hello, I'm looking to upgrade my ram while I start saving for a better PC. Is my memory card soldered or upgradeable

HP Notebook PC (AMD)Models: HP 17-y000 – 17-y099 Maintenance and Service Guide
Chapter 1 has the memory upgrade information.
Your notebook has two memory slots and can support up to 2 x 8 GB of memory.
According to the parts list for your notebook, it uses DDR4-2133 MHz memory.
Most folks will install DDR4-2400 CL 17 memory which will automatically bridge to the fastest speed the notebook's processor can run the memory at.
If you don't have a specific memory brand in mind, I recommend this 8 GB memory chip:
