Hello,
I use my Laptop in class, and when plugged in, it often clocks up hard, and the fans go crazy. In a really quiet environment, that is really uncomfortable. Is there a way to limit the fan speed, and with that the cpu clock speed?

Sure.
Power on and type settings in the search box. Press enter.
In the search box of settings type in Power and in Power Mode, select best power efficiency.
That should reduce the power used by the processor and affect the fan speed.
