I burned to hp DVD-R disc having full capacity of 4.7 GB data,   4.24 GB ISO files of Windows 10 installation.

 

Now can i boot my notebook pc using boot device option (press F9) which appears on the screen pressing ESC after powering on the notebook?

The way you wrote this it could mean 2 things. You can burn an .iso to a writeable DVD such that the .iso itself is on the disk as a single file. In such a case the disk will not be bootable. Or you can use an image writing app and write the files contained in the .iso (which is like a kind of compressed or .zip-type file) onto the writable disk and then you will have a bootable disk.
