Product: hp envy

Hello everybody,

I'm having a few issues with my cpu. I've just bought arefurbished  hp envy but it seems to have a problem. The pc is really slow even though the OS is installed in a SSD. 

I've noticed in the task manager that my cpu doesn't cross 0.39Ghz, which is a really low level. The cpu is a core i7 1065G7 whose maximum speed is 1.5 Ghz.

Do you have any suggestions? what could be the problem?
