i just purchased a customized 15t-dw400 laptop from the HP online store. Included in the customizations I ordered was a "Full-size island-style backlit natural silver keyboard with numeric keypad". The keyboard has the back light symbol on the F5 key, but it doesn't do anything. Is there some setting I need to tweak to get the keyboard back light to work? Or did I receive a faulty device?

The 15-dw4000 IDS Base Model does not have a backlit keyboard.
If backlighting does come on and you are certain that your order included a backlit keyboard, you will need to have warranty service take care of it.
The box should say which kind of keyboard you should have.
I do not have access to a BIOS simulator for your notebook.
I do not see any means of disabling the keyboard backlighting that the User manual describes for extending battery life.
