I did not find anything online to help with this issue. So I'm posting it here, maybe HP will fix the file on their end and to possibly help someone else. (these were new out of the box with older firmware's)

Related to issues with the model “HP EliteBook 655 15.6 inch G9 Notebook PC Wolf Pro Security Edition (669Y3UT)”. This could affect other models, read the BIOS release notes (specifically the part listed as "Includes the following firmware:") for your system to confirm the USB Type-C Power Delivery (PD) Firmware is included or not.

Symptom:

  1. Keyboard and Mouse, wired or wireless do not work on any HP USB-C Dock. G2/G5's tested.
  2. Firmware updater does not detect the dock

Problem: USB Type-C Power Delivery (PD) Firmware version 0.4.0 does not support the HP USB-C docks properly

Cause: Updating from 1.08 or older to 1.13 BIOS directly does not update all the firmware on the laptop, BIOS Update 1.13.01 Rev A is missing the proper "USB Type-C Power Delivery (PD) Firmware" files to completely update the laptop

Solution: Install last firmware with the USB Type-C Power Delivery (PD) included.

  1. Download BIOS update 01.11.00 Rev.A (sp145521.exe), confirm USB-C-Controller firmware is not version 1.1.0.0 or higher and install (Downgrading from 1.13.01 Rev.A worked normally for us
  2. Confirm Keyboard and Mouse operates normally, if so proceed to next step
  3. Download BIOS Update 01.13.01 Rev A (sp150418.exe) and install
    1. NOTE: Install newer version if available
  4. Confirm BitLocker is active in Manage BitLocker and resume protection if needed.

I'll add to the symptoms, the keyboard and mouse DO NOT work in BIOS as well.
