It was brought to my attention that your laptop was delivered with FreeDos.
That is why there is no access to the HP Cloud Recovery tool.
You will have to install Windows from a image of the operating system. I suggest using RUFUS to creat a USB installer.
The backlighting issue is not something you can actually start a warranty case with. Like I stayed before. You can hope it changes, but that is the extent of it.

Alright, I find that the OS case has been figured out already.
But about the backlighting issue, is it escalated to a higher level like previously mentioned that it has, or would this be the end of our discussion? I know I may not start a warranty case as nowhere is it stated that this feature is supported, but it's not on any other model either, yet they do feature this, which is why I started this discussion in the first place.
